Visa 403 under the PALM Program

This visa is part of the agreement between the governments of Vietnam and Australia. The PALM program visa is a Temporary Work (International Relations) visa – Subclass 403 PALM stream, or other visa categories as defined by the Australian Government.

The Memorandum of Understanding (MoU) is a bilateral agreement signed between the Australian Government and the Socialist Republic of Vietnam on March 28, 2022, and amended on February 28, 2023.

The PALM program, or Pacific Australia Labour Mobility Program, allows Vietnamese workers with low or semi-skilled trade skills in the agricultural sector to work in Australia under this scheme. The PALM program visa is a Temporary Work (International Relations) visa – Subclass 403 PALM stream, or other visa categories as defined by the Australian Government.

This visa permits the holder to enter Australia to work for an employer approved under the PALM program, undertaking short-term (seasonal) work for up to 9 months, or long-term work for up to 4 years, with less stringent requirements and strict labor protection regulations.
