The Memorandum of Understanding (MoU) is a bilateral agreement signed between the Government of Australia and the Government of the Socialist Republic of Vietnam on March 28, 2022, and amended on February 28, 2023.

Vietnamese workers with low or semi-skilled occupations in the agricultural sector in Australia are covered under the PALM Program mechanism.

The PALM Program visa is a Temporary Work (International Relations) visa – Subclass 403, or other visa categories as stipulated by the Government of Australia.

This visa allows the holder to enter Australia to work for an employer approved under the PALM Program. The visa is valid for 2 years, and successful performance may lead to visa extension and the opportunity for permanent residency.
